In an environment rich in magic, creatures adapt and evolve to take advantage of the ambient magic energy. As is the case with many things where a creature evolves a power others evolve to counter it, for example if a predator can become invisible its prey develop the ability to See the Invisible. In millions of years of evolution creatures in such an environment become inately magical, even in environments lacking in magical energy.
Not all of these creatures are supernatural in origin although the most well known are (Dragons, Rakshassa, Seraph, Lyn-Sial etc).
